feat(cli): 新增批量CLI工具模块及配套命令

新增17个CLI工具实现，覆盖清屏、进程管理、环境配置、文件处理、SSH部署、代码格式化、打包等场景，同时更新pyproject.toml添加对应命令入口和office依赖包
